Ecuador set to award Pacífico refinery contract

Ecuador has recommended a winner for one of the last major components of the US$14.1bn Pacífico refinery project, BNamericas has learned.

A technical commission established by state company Refinería del Pacífico Eloy Alfaro to review bids for the EPC, startup and O&M of the 93km La Esperanza aqueduct to cover the refinery's water requirements recommended Construtora Norberto Odebrecht (CNO) as the winner.

CNO, one of five groups that submitted offers, scored 99.41 of a maximum 100 points and presented a proposal of US$260mn for the 20-month project. The other bids were rejected.

BNamericas announced the call for bids in April.

The 300,000b/d plant in Manabí province will produce gasoline, distillates, LPG and petrochemicals. Mechanical completion is penciled in for December 2014 and start of operations in July the following year.
