Mexico has just passed norms under which cable companies and telcos can each provide triple play services. Elsewhere in Latin America, the market reality is different in each country, and few have a dominant player with the power that Telmex has in Mexico. Nonetheless, cable firms' entry into the voice sector is a relevant competition driver across the region.
